ARTICLE XVIII REPEAL
Section 1
All by-laws and parts of by-laws heretofore adopted are hereby repealed and annulled.
Section 2
The repeal of a by-law heretofore adopted shall not affect any act done, ratified, or confirmed, or any right accrued or established, nor any action, suit or proceeding commenced or had, nor affect any punishment, penalty, or forfeiture incurred under such by-law.
